The original problem started in Sept when the update would never successfully download 21 required and 6 optional available updates.
It would say they were downloading, but it would run all day and still report 0% downloaded. I finally got around to trying to fix it and tried turning off the service, restarting it, turning it off and rebooting, etc. With no luck.

And that's where I'm at now - it perpetually is looking for new updates and just keeps looking without ever finding anything.

Doesn't matter if you never used it. Fact: McAfee (and Norton) applications are notorious for not uninstalling (or upgrading) cleanly. The 'leftovers' may be your troublemaker here - especially since it would appear that your problem started sometime after 13 September 2016 (based in IE11's Help About tab). Ignore Update History for now. Is Installed Updates 1 also blank/empty? How about Programs and Features Turn Windows features on or off. Well over a year and a half, closer to 2 years.

Yes, I was able to, but not via your link. Note: I maintain an older version of java on this laptop to enable work on many older existing client installations that cannot be upgraded for a variety of reasons. I also have older versions of quite a few apps such as Crystal Reports 8.5 for the same reasons. My current dev work is in java 8. Thanks again, Julian.
